Roll Call - Councilor Jacobs absent, Councilors McNabb Hunter, Dempsey, and Mayor Carnicelli – Present.
City Staff Present – John Salomone, City Manager; Corporation Counsel Thomas Leone, Corporation Counsel, City Clerk Debra McCormick.
Pledge of Allegiance to the Flag
Presentations and Proclamations – Mayor Carnicelli read a proclamation celebrating Loyalty Day, May 1, 2003.
Mayor Carnicelli read a proclamation declaring May as Community Action Month for the City of Auburn in recognition of the Cayuga Seneca Community Action Agency. Gloria Griffin Executive Director of the CSCAA accepted and thanked the city.

First Readings of Ordinance and Local Laws -
The City Clerk read the following in to the record:
Ordinance # 8 of 2003 authorizing amendment to the Code of the City of Auburn at Chapter 178 – Historic Preservation.
Work Session
Methane Gas Update and Tour of Landfill Cell #3.
Mayor Carnicelli asked if Council would agree to continue with other items on agenda and save this item for last as it requires a tour of the landfill and leaving the building. All agreed.
Other Business –
Councilor Hunter reported on the neighborhood meeting that he attended regarding the Dunn and McCarthy area. He commented on the discussion and issues raised.
Councilor Hunter commented on the salary of the position of Deputy City Clerk. Council discussed this position, the salary, its union status, its political appointment status, and other related issues that were of concern. Council requested that Corporation Counsel petition PERB to have this position removed from the union.
